Approved project scope also includes the acquisition and operation of mobile equipment units servicing the oil and gas industry at multiple locations throughout Texas and surrounding oil fields.
Initial I-956F approved on March 26, 2024.
Great Southwest Regional Center filed the Initial I-956F on June 12, 2023. USCIS approved the Regional Center's request on March 26, 2024 after determining that the application complied with EB-5 requirements.
The approval also confirms the project address as a targeted employment area that satisfies the definition of a rural area.

Sign the subscription agreement, prepare source-of-funds documentation and complete the required fund deposit and administrative fee.
I-526E Petition
The investor's immigration attorney submits the regional center investor petition to USCIS.
Visa or Adjustment
Following petition approval, the investor proceeds with the applicable immigrant visa process or adjustment of status.
Conditional Residence
After approval of the immigrant visa or adjustment of status, the investor enters conditional permanent resident status.
I-829 Petition
Upon approval of the I-829 petition, the conditions on permanent residence are removed.

Published Cavalry project materials identify Urbanovsky Advanced Construction, LLC as the Texas-based company that will build and maintain the project.
That page states that Advanced has operated in oil field support since 1999, maintains more than 100 employees and has experience building, maintaining and operating saltwater disposal and recycling facilities.
It also states that Advanced Construction built more than 45 saltwater disposal facilities for third parties from 2007 through 2014.
